Fee Issuance System ANM – SINARC

On October 18, 2024, the National Mining Agency (ANM) published a notice on its website stating that starting October 21, all fee payments will be made exclusively through the National System for Collection and Revenue – SINARC.

This change, which aligns with the mandatory GOV.BR access standardization and requires a silver or gold security level, aims to increase transaction reliability and security. The use of authentication protocols such as facial recognition or digital certificates undoubtedly contributes to this objective. However, it is crucial to ensure that users are familiar with the GOV.BR platform and that this change does not impact fee issuance.

Currently, SINARC is already used to issue the Annual Tax per Hectare (TAH). The experience with TAH shows that the platform has potential to optimize the way invoices are issued. However, some improvements would be very welcome:

  • For example, the ability to export the tax table would greatly simplify user experience.
  • The description of the mining process on the ANM invoice is a simple measure that existed in the past and allowed holders and their consultants to easily identify the exploratory project to which the invoice referred.
  • We must also mention that the possibility of issuing all invoices at once is something that should not have been left out.

The change to SINARC encompasses the issuance of fees for practically all ANM services, ranging from initial mineral exploration procedures to mining management and operation. It is important to note that the fee for the authorization request for research uses the REPEM system.

As of October 21, the following fees will be issued exclusively through this new platform:

  • Prior approval for Geophysical Airborne Survey
  • Prior approval for Asbestos Importation
  • Prior approval for Rough Diamond Importation
  • Kimberley Process Certificate
  • Partial Assignment or Transfer of Mining Rights
  • Total Assignment or Transfer of Mining Rights
  • Other registration acts
  • Application for Artisanal Mining Permit
  • Guide for Use Request
  • Request for Possession of the Deposit
  • Renewal of Artisanal Mining Permit – PLG
  • Request for Change of Regime to Research
  • Request for License Registration
  • Transfer of mining rights in the event of transformation, incorporation, merger, split, succession for cause of death, and bankruptcy of the holder (request)
  • Transfer of mining rights in the event of transformation, incorporation, merger, split, succession for cause of death, and bankruptcy of the holder (by right transferred)
  • Various certificates

Another point that needs to be highlighted is the visualization of processes/debts. After the change, only the holder, the representative of the Natural Person for the Natural Person in the SDC (Cadastral Data Systems), and the Legal Person collaborator (via GOV.BR) will have access.

The change will also bring benefits to ANM. The new system will allow the agency to have access to a significant amount of user data and their relationships. It is worth remembering that GOV.BR accounts are created only by natural persons, who need to create relationships between companies and representatives to perform acts and now also to issue fees at ANM.
