Brazil’s National Mining Agency (ANM) Innovates with Design Project to Simplify Regulations

Brazil’s National Mining Agency (ANM), launched a Legal Design project at the end of November this year, aiming to transform how its regulations are presented to the public. This initiative, a first for the Federal Public Administration, seeks to improve understanding of legal regulations through accessible language and interactive interfaces.

The project combines design, law, and user experience (UX) to make legal documents more intuitive and inclusive, reducing the complexity of regulations.

The project’s first deliverable, the “CFEM Easy Guide: Affected Municipalities,” is already available, providing detailed explanations of ANM Resolution No. 143/2023, which regulates the distribution of the Financial Compensation for the Exploration of Mineral Resources (CFEM) to municipalities impacted by mining.

Clearer and More Accessible Communication

According to Guilherme Gomes, ANM director, Legal Design addresses the difficulties faced by regulated entities and citizens in understanding technical regulations. “This barrier can generate risks and costs in the regulatory process. Therefore, Legal Design aims to reduce this complexity, facilitate understanding, and provide greater interactivity, without sacrificing the legal essence of the regulations,” he stated.

The CFEM Easy Guide details the criteria for distributing resources collected through CFEM, explaining, for example, how producer, affected, and bordering municipalities are covered. Furthermore, the material uses clickable topic navigation and simplified definitions to ensure greater transparency and efficiency.

User Feedback

ANM is inviting the public to evaluate the new guide through the Participa + Brasil platform. The feedback and suggestions received will be used to improve future project deliverables.
