ANM Publishes Responses to Appeals on the List of Municipalities Affected by Mining Structures

Deadline for New Appeals Closes on 14 October

The National Mining Agency (ANM) released, on Wednesday (2 October), the first-instance appeal decisions related to the list of municipalities affected by mining structures, which may qualify to receive funds from the Financial Compensation for the Exploration of Mineral Resources (CFEM).

Municipalities involved can now review the results and, if needed, submit second-instance appeals by 14 October 2024.

This measure is part of ANM’s ongoing effort to ensure transparency in the CFEM distribution process, which financially compensates cities impacted by mining activities, such as the presence of pipelines and ports.

This compensation is a critical revenue source for municipalities affected by extractive activities, often impacting local infrastructure and communities.

To facilitate access to information, ANM has also provided a Frequently Asked Questions (FAQ) section on its official website, offering guidance to mayors, municipal managers, and affected communities on how to proceed with appeals and monitor their municipality’s status.

CFEM Review Process and Appeal Deadlines

The list of municipalities eligible for CFEM in the distribution cycle covering the period from May 2024 to April 2025 is now available on the ANM website. The list primarily includes municipalities impacted by mining structures, such as pipelines and ports.

Alongside the list of eligible municipalities, technical notes have also been published, detailing the criteria used for determining eligibility.

Those wishing to contest the current list of municipalities or correct information about eligible entities must submit their requests through SEI process No. 48051.003300/2024-57, as established by ANM Resolution No. 143 of 21 November 2023.

It is essential that submissions comply with Articles 5 and 12 of this resolution, ensuring that any changes to the list of beneficiaries are made transparently and in accordance with current regulations.

The Importance of CFEM for Municipalities

CFEM provides essential financial compensation to cities affected by mineral extraction, offering resources that can mitigate the impact of mining activities and improve local infrastructure.

With the deadline for submitting second-instance appeals approaching on 14 October, it is crucial that municipalities review the data and, if necessary, submit their appeals to ANM to ensure fair participation in the CFEM distribution process.
