The National Mining Agency (ANM) has begun the deadline this Wednesday (01/15) for the submission of the Mineral Exploration Investment Declaration (DIPEM), referring to exploration permits in effect in 2024. Titleholders have until April 30th to submit the information, under penalty of infraction subject to a fine, as established by ANM Resolution No. 122/2022.
The DIPEM is a legal obligation that must be fulfilled annually and contains details about the investments made in mineral exploration activities. Regulated by DNPM Ordinance No. 519 of 11/28/2013 and by art. 96 of DNPM Ordinance No. 155/2016, the declaration covers information related to the period from January 1st to December 31st of the year prior to submission.
The DIPEM is an important source of data for the ANM, contributing to the monitoring of investments in mineral exploration and supporting the development of public policies aimed at the mineral extractive industry. In addition, failure to submit the declaration may result in legal sanctions, such as fines.
Completion and Submission
The submission of the declaration is carried out exclusively through the electronic DIPEM system. Titleholders must report the invested amounts, detailing the following items:
- Infrastructure
- Topography, cartography, and design
- Geology and geological mapping
- Geochemical and geophysical prospecting
- Drilling
- Chemical and physical analysis of the ore
- Beneficiation tests
- Galleries and shafts
- Other items pertinent to mineral exploration
The information must be broken down by mineral substance, municipality, and federal unit (UF).
Access to the System
To access the DIPEM system, it is necessary to use the Federal Government’s Single Login (gov.br). Detailed instructions are available in the FAQ – ANM Digital Protocol or in the DIPEM Manual.
In case of problems related to the use of the software, users can contact the system management team by email at dipem@anm.gov.br. To expedite service, it is recommended to send screenshots of the error screens, in addition to the CNPJ or CPF related to the mining process.
Questions about mining legislation and other issues can be sent to the ANM ombudsman, via email at ouvidoria@anm.gov.br.
