The National Mining Agency (ANM) is committed to expediting the regulation process of Decree 11,659, dated August 23, 2023, and the subsequent disbursement of funds from the Financial Contribution for Mineral Exploration (CFEM) within an impressive timeframe of just one hundred days.
The goal is ambitious, considering that similar procedures typically require at least ten months for their completion, as established in the previous regulation, Decree 10,411/2020.
With the commitment to fulfill this mission within the stipulated timeline, ANM is working tirelessly, even in the face of challenges related to a shortage of human resources and adequate systems to perform calculations and distribute resources.
ANM’s Director-General, Mauro Sousa, emphasizes that all legal steps involving public participation will be strictly respected but executed within considerably shortened timelines.
We recognize the importance of making these resources available to municipalities as quickly as possible, as they play a crucial role in maintaining essential services such as health and education,” Sousa highlights.
Since the decree’s publication on August 24, ANM has already initiated the process of updating the regulation.
A participatory meeting with the Association of Mining Municipalities of Minas Gerais and Brazil (Amig), the Municipal Intermodal Consortium of Maranhão (CIM), and the National Confederation of Municipalities (CNM) was held to define the schedule for the phases of regulation and CFEM disbursement, as well as to address the issues that will be subject to public input.
On this Monday (11), the agency concluded the public input phase, which aimed to gather crucial information to contribute to the drafting of the norm. This stage also aimed to identify relevant aspects of the subject matter that require improvement before implementation, ensuring transparency and legitimacy in ANM’s actions.
It is worth noting that this procedure, involving social participation, technical and legal analysis, and deliberation by the collegiate board of ANM, would typically take an average of 120 days to complete in a standard process.
