The Agência Nacional de Mineração – ANM (National Mining Agency), began this week ( January 16), the Campaign for Declaration of Annual Mining Report 2023, referring to the mining activities of the entire base year 2022.
The novelty this year, will be a change in the RAL Web System with the entry into effect in August 2022, the new methodology of “Mineral Resources and Reserves” of ANM Resolution No. 94/2022, the mineral body, which was previously defined only as “reserve” (measured, indicated and inferred), are now classified as RESOURCES and RESERVES: the former “measured”, “indicated” and “inferred” reserves are now “Resources” (measured, indicated and inferred); and, in addition to Resources, the holder must inform, as of RAL 2023 (base year 2022), the “Reserves”, which may be “probable” and “proven”.
The Annual Mining Report, also known by the acronym RAL, is an obligation required by current legislation. The document must be submitted every year to the ANM by all mine owners or fermer operating in the country, whether active or not.
According to Ordinance No. 155/2016, the deadlines for submission of the RAL are established:
- Until the 15th (fifteenth) of March of each year: mine manifest, mining decree, mining ordinance, mining grouping, Mining Consortium, license registration with economic use plan approved by ANM, mining permit, extraction registration and titled areas with utilization guide;
- Until the 31st (thirty-one) of March of each year: license registration without a plan of economic use approved by the ANM.
As of RAL 2023 (base year 2022), all RAL declarants must adapt the information provided in this new screen to the provisions of ANM Resolution 94/2022, if they have in the base year a mining authoritative title involving the approval of mineral resources and reserves (Mine Manifest, Mining Decree, Mining Ordinance, Mining Group, Mining Consortium, and Use Guide in a phase subsequent to the research phase). To guide all holders of these mining rights, the ANM has made available for download the Filling Guide – New Resources and Reserves Screen – RAL 2023 (Base Year 2022), which gives users of the RALWeb System a step-by-step guide to filling out the new screen.
Jointly elaborated by ANM’s Mining Economics and Inspection areas, the Guide provides simple and objective guidelines for the declaration, as well as links to all the legislation that regulated the change in the concepts of mineral resources and reserves.
The implemented changes do not only alter nomenclatures, but are part of a gradual adaptation of the Brazilian mineral patrimony quantification to the internationally accepted standards for mineral resources and reserves, having as reference the Committee for Mineral Reserves International Reporting Standards (CRIRSCO), represented in Brazil by the Brazilian Commission of Resources and Reserves (CBRR),
